Legal Adviser – Energy, Infrastructure & Regulation

Glasgow- Hybrid Working

Work on major energy projects, tackle complex legal challenges and help shape the UK’s transition to net zero.

Thomson Legal is recruiting a Legal Adviser to join Ofgem’s Office of the General Counsel, offering meaningful work at the intersection of energy, infrastructure, public law and economic regulation.

The opportunity will focus on offshore transmission owners (OFTOs), nuclear, carbon capture and interconnectors, sitting within the wider team whose remit also includes RIIO network price controls.

For a lawyer seeking intellectually challenging work with a wider public purpose, this role offers the chance to contribute to decisions affecting energy consumers, infrastructure investment and the future of the energy sector.

Role Profile:

You will take responsibility for your own workstreams, providing clear, practical legal advice to policy colleagues and supporting the management of legal risk.

Working alongside lawyers, policy teams and technical specialists, you will help address complex and developing legal issues. Your work will draw on commercial and public law skills, including matters arising from infrastructure transactions, project financing and complex procurements.

You will initially support a particular legal hub, with opportunities to work across other areas of Ofgem’s legal function over time.

Key responsibilities:

  • Lead legal workstreams independently while contributing to wider team projects.
  • Deliver strategic, timely and succinct advice on complex and novel legal matters.
  • Identify legal risks and develop practical solutions.
  • Support work relating to OFTOs, nuclear, carbon capture and interconnectors.
  • Build effective relationships with policy colleagues, technical specialists and external stakeholders.
  • Work with government departments, regulators and industry participants, including DESNZ and the Competition and Markets Authority.
  • Instruct counsel and external advisers where required, ensuring value for money.
  • Develop specialist knowledge and share expertise across the legal team.

Candidate Requirements:

Applications are welcomed from lawyers at different stages of their careers, from recently qualified candidates to those with substantial experience.

Relevant experience may include one or more of:

  • Energy law or economic regulation.
  • Commercial contracts, complex projects or procurement.
  • Public or administrative law.
  • Regulatory litigation.
  • Competition law or consumer protection.

You will bring sound legal judgement, an appreciation of legal risk and the ability to analyse unfamiliar issues. Strong communication skills are essential, together with the confidence to explain and defend your advice to technical and non-technical audiences.

You should be comfortable managing competing priorities, working under pressure and collaborating with colleagues on demanding projects.

Knowledge of information law, human rights, public procurement, environmental or insolvency law would be advantageous. Experience of corporate or project finance, investment or funding agreements and financial reporting would also be beneficial.

Qualifications:

Applicants should be qualified as a solicitor or barrister in England and Wales, or a solicitor or advocate in Scotland.

Why consider this opportunity?

  • Work with a direct impact on energy consumers and environmental policy.
  • Exposure to significant energy infrastructure and evolving regulatory frameworks.
  • Responsibility for your own matters within a collaborative legal team.
  • Opportunities to broaden your experience across Ofgem’s legal practice.
  • An inclusive environment welcoming candidates from a wide range of backgrounds.
